Maryland Staff

Sandra V. Chilton, B.A. joined the Institute in 2004 as the State Director of Maryland programs. Sandy is responsible for the overall operation of the services in the state and since assuming responsibility for this position, has significantly increased the number of people receiving services and expanded the types of programs offered to match the needs of individuals. Sandy holds a BA degree in psychology and a minor in sociology with continued graduate coursework in counseling and brings with her over 18 years of experience in the field of human services. Throughout her professional career, Sandy has supported individuals with disabilities in several capacities within day and residential settings and spearheaded unique program models in the state. Advocating and supporting legislative action to enhance the lives of people with developmental disabilities remains a passion and commitment of hers.

Melissa R. Wagaman, M.A., joined the Institute in 2001 as a Maryland Project Director. She holds a BA degree in Special Education and MA in Psychology. With over thirty years in the human services field, she has worked in Pennsylvania, New York, California, and Maryland. Melissa has been a public school special education teacher, day habilitation Program Director, Quality Assurance Director, Special Projects Coordinator, and Residential Director.

Kate Ohl, B.S. is a Maryland Project Director for several of the state’s group living arrangements and individualized service options. She works with a diverse group of individuals including those that are dually diagnosed, on the autism spectrum, behaviorally challenged and medically fragile. She came to the Institute with 13 years of experience in the field of human services.  She has a B.S. degree in psychology and additional training in counseling and clinical psychology.  She is a strong advocate for the safety, well being, and independence of the individual’s for whom she provides program supports.

Jen Fritsch, M.A. is the Clinical Director for the Maryland programs, joining The Institute in July 2006. As a psychology associate, Jen is responsible for writing behavior plans with emphasis on acquiring new skills to assist people in obtaining their outcomes and goals. Additionally, Jen is a Behavioral Principles and Strategies cross trainer and provides ongoing proactive and preventative training to all employees. Jen obtained her Masters Degree in Community Counseling from Towson University in 1998 and brings over 18 years of experience in human services to her work at The Institute. She has a strong background and interest in quality assurance and serves on the board of Best Practices in Developmental Disabilities. Jen is currently completed her course work and supervision to become a board certified behavior analyst.
